A Phase I Environmental Site Assessment (ESA) is conducted to examine the environmental conditions, presence, or likely presence, of any hazardous substances, pollutants, and contaminants, as defined by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). This assessment includes a site visit to assess current and historical site operations and conditions, and operations from surrounding properties. An historical and regulatory review is also conducted to identify environmental issues that may affect property values and/or compliance with environmental laws and regulations.

The review procedures for these assessments typically address both the underlying land as well as physical improvements to the property. A visual site inspection is performed; however, procedures pertaining to a Phase I do not include the collection of physical samples or chemical analyses.

Standards for performing these assessments have been promoted by the US EPA and are based in large part on ASTM Standard E-1527-21. Phase I ESAs are commonly required by the financial institutions that provide mortgages for commercial, industrial, agricultural, and sometimes even residential properties.

If a site is considered at risk for some degree of contamination, then a Phase II Environmental Site Assessment may be recommended and conducted. Such second stage assessments involve actual site investigation, which includes the excavation of borings, sample collection, and chemical testing.
